I can't make this stuff up

In the last election two candidates for a seat on the Waterford Unified School Board have tied at 711 votes each. To decide who gets elected, the candidates must either flip a coin or play high card.

This also happened in the last mayor's race.

Comments:
That's insane. The whole electorate was less than 1500?
 
The whole village is 7800, though I think the local census taker may have been drunk while counting.
